Japan PM shrugs off global criticism over latest stimulus steps

TOKYO (Reuters) - Japanese Prime Minister Shinzo Abe waded into the growing global debate about currency wars for the first time on Wednesday, shrugging off criticism that Tokyo was trying to intentionally weaken the yen with its monetary and fiscal stimulus measures.

"The measures taken by the government and the BOJ are aimed at beating deflation and achieving sustainable economic growth," Abe said, when asked by an opposition party leader in parliament about criticism from some overseas policymakers that the steps were attempts by Tokyo to directly weaken the yen.

It was his first public comment on the issue.

German Chancellor Angela Merkel last week singled out Japan as a source of concern following recent moves by its central bank to quicken the pace of money-printing.

South Korea has also been vocal in recent days, with the governor of the central bank saying on Saturday that Japan's latest monetary easing had "created problems.

South Korea's deputy finance minister warned on Wednesday the government would consider new measures to tighten capital flow controls and curb speculation in foreign exchange markets, as economists fear the yen's recent sharp slide against the won will make Seoul's exports less competitive.

Talk about a currency war dominated discussions at the World Economic Forum in Davos last week, with many central bankers and business executives questioning the wisdom of continuing easy money policy.

Central bankers in advanced countries, notably Japan and the United States, have been pursuing aggressive action to reflate their economies.

This has had the effect of weakening their currencies, prompting investors to move a wall of cash into more attractive markets such as South Korea and forcing their currencies higher, making their financial markets more volatile and potentially jeopardising export growth that governments are counting on to fuel economic recoveries.

Abe also kept up pressure on Bank of Japan to expand monetary stimulus, calling for bold measures to achieve its new 2 percent inflation target.

"I strongly hope that the Bank of Japan pursues bold monetary easing to achieve (2 percent inflation) as soon as possible," he told parliament.

When asked later by another opposition lawmaker about the need to revise the law which guarantees the central bank's independence from the government, Abe said:

"I still consider revising the BOJ law as a future option."

Abe also said he would choose someone who shares his view on monetary policy and tackles deflation with strong determination as a successor to BOJ Governor Masaaki Shirakawa, whose term expires in April.

Under pressure from Abe for more aggressive efforts to beat deflation, the central bank last week doubled its inflation target to 2 percent and made an open-ended commitment to buy assets from next year.

In a meeting of the government's top economic panel held two days after the BOJ's rate review, BOJ Governor Masaaki Shirakawa suggested that the bank may increase asset purchases even further to inject funds into the economy.

As part of his plans to revive the economy, Abe has also pledged big fiscal spending that led to his government compiling a 10.3 trillion yen ($114 billion) extra stimulus package.

But in a $1.02 trillion draft budget for the next fiscal year approved on Tuesday, the government aims to keep new bond sales below tax revenues in a symbolic move to show its resolve of continuing with efforts to fix Japan's tattered finances.

"While we need to revive Japan's economy, it's also important to restore fiscal health," Abe told parliament.

Microsoft to expand Southside data center

Governor Bob McDonnell today announced that Microsoft Corp. will invest $348 million to expand its modular data center site in Mecklenburg County. The company will build two additional facilities on its data center campus to increase capacity to serve its growing customer base. The project will create 30 new jobs. Microsoft?s original project in 2010 involved an investment of up to $499 million and 50 new jobs. In 2011 the company invested an additional $150 million to expand the site. As part of its commitment to carbon neutrality, Microsoft is offsetting the gross carbon emissions from this data center by purchasing an equivalent amount of renewable energy credits.??

Speaking about today?s announcement, Governor McDonnell said, ?In 2010 we were confident that Microsoft?s plans to establish one of its most advanced data centers in Mecklenburg County would be a transformational project. This second expansion within 16 months of the previous one is a great testament to Microsoft?s success and commitment to Virginia. The Virginia Economic Development Partnership worked with Mecklenburg County to secure the project for Virginia. Storms blamed for two deaths

ADAIRSVILLE, Ga. (AP) ? A massive storm system raking the Southeast hammered a Georgia town on Wednesday, overturning cars on an interstate and killing at least one person there, authorities said.

Bartow County Fire Chief Craig Millsap said the body was found in the storm damage but did not have further details on how the person died. The same system also was blamed for a death in Tennessee. Most dangerous were powerful wind gusts that in several places were powerful enough to overturn tractor-trailers.

There were reports that people were trapped in homes and businesses, and television footage showed large sections of a sprawling manufacturing plant had been destroyed.

Footage also showed a funnel cloud roaring through the downtown area of Adairsville, about 60 miles northwest of Atlanta, flipping cars and demolishing a home. Interstate 75 was closed in both directions after the storm flipped cars onto their roofs and tossed them onto the grassy shoulder.

At least two tornadoes were confirmed and several more suspected, and conditions remained ripe for more. Since Tuesday, the system had caused damage across a swath from Missouri to Georgia.

In recent days, people in the South and Midwest had enjoyed unseasonably balmy temperatures in the 60s and 70s. A system pulling warm weather from the Gulf of Mexico was colliding with a cold front moving in from the west, creating volatility.

Police said high winds toppled a tree onto a shed in Nashville, Tenn., where a man had taken shelter, killing him.

Across the region, downed power lines, trees and tree limbs were making it difficult to reach people who needed help.

Another person was reported injured by lightning in Arkansas during the storm's eastward trek. Two people suffered minor injuries when a mobile home was blown off its foundation in Kentucky.

In Tennessee, officials confirmed that a tornado with peak wind speeds of 115 mph touched down in Mount Juliet. No serious injuries were reported there, though the path of damage was about 150 yards wide, including homes, a warehouse and an automotive business.

Hail ranging up to nearly golf-ball size was also reported in some areas.

Tornado touches down in northwest GeorgiaA powerful line of thunderstorms spawned a tornado Wednesday morning in Adairsville, Ga., according to reports by local law enforcement officials.

Thousands were reported without power in Tennessee, where tornado warnings and flash flood warnings were issued for several counties and a tractor-trailer was blown over by high winds.

The nation has had its longest break between tornado fatalities since detailed tornado records began being kept in 1950, according to the Storm Prediction Center and National Climatic Data Center. The last one was June 24, when a person was killed in a home in Highlands County, Fla. That was 220 days ago as of Tuesday.

The last day with multiple fatalities was June 4, when three people were killed in a mobile home in Scott County, Mo.

How Open Source Could Benefit Academic Research

Most academics are under tremendous pressure to keep anything of potential commercial value closed; releasing code as open-source generally requires permission from above. (In fact, I know of one professor of biology who had to fight to get a line in his contract explicitly allowing him to open-source everything.) And it's not like most of them need encouragement; none of us are getting rich off NIH grants (well, most of us aren't) and we effectively hit a salary ceiling early in our careers, so the prospect of a few thousand dollars extra in licensing revenue is more than most can resist. In several cases that I'm aware of, the licensing money is used to support research activities - sometimes enough to pay for an entire employee, or pay for meetings that wouldn't happen otherwise. Note that in many cases the code itself is still available, just not under a license that allows distribution, which usually makes it difficult or impossible for anyone who wants to build on your work to do so.

Of course it's not always this simple - junior researchers have very little control, so many of us end up releasing code under proprietary licenses when we'd much rather open-source everything. I also know of many cases where paranoia and competitiveness, rather than avarice, are at fault - in these cases, the code itself is hidden and the software released as binary-only (which as far as I'm concerned should be unacceptable for anything published in a peer-reviewed journal, regardless of the license used). Regardless, there are simply too many incentives to retain full control.

This is a completely idiotic situation, of course, and it has been holding back science for years - I know of multiple cases where university researchers were effectively doing R&D for private companies (not always willingly!) with very little in return. I've also seen researchers prevent widespread adoption of their work (and hamper their career advancement) because of tight-fisted behavior. One asshole even charges other academics to obtain his software, with the result that some people avoid using it altogether. Frankly, since I have to deal with this bullshit on a near-daily basis, as far as I'm concerned a repeal of the Bayh-Dole act (and its equivalents in Europe), at least where software is concerned, would be a huge leap forward for academic computational research. The bonus I get from licensing fees is simply not worth the trouble and missed opportunities.

"Why should a 3D printer look like a microwave oven?" That's the question being posed by the DeltaMaker Kickstarter project team, which thinks it can put some showbiz into 3D printing using a so-called delta robot platform. That type of design uses three parallel arms to control the print head, enabling a device that's not only "fun to watch," according to the group, but that can also quickly print high resolution objects with a large 9-inch by 11-inch build envelope. The open-cage printer will work using "fused filament fabrication" with 1.75mm filament, and will also feature 100 micron layer resolution (0.1 millimeter), rigid aluminum construction, an open-source software tool chain and optional heated build platform. The company sees it putting on a 3D printing show in "living rooms, waiting rooms, and classrooms," with a current Kickstarter price between $1,400 and $1,600, depending on how soon you pony up. After five days, the project is nearly halfway to its $107k goal, with backers having already snapped up early deals as cheap as $500. Disabled students must have ?equal access? to school sports,?the U.S. Education Department ruled Friday. If there?s no ?reasonable? way to include disabled athletes on school teams, schools must set up separate programs.

?Participation in extracurricular athletics can be a critical part of a student?s overall educational experience,? said Seth Galanter, of the department?s civil rights office. ?Schools must ensure equal access to that rewarding experience for students with disabilities,? he added.

The directive doesn?t require schools to open sports teams to everyone, regardless of athletic ability, officials said. But it?s not all clear what will be considered ?reasonable.? One example ? providing ?visual clues? in addition to a starter pistol to allow hearing disabled students to compete in track events ? seems like the sort of thing any school would and should do. The second ? waiving the ?two-hand touch? finish at swim meets to allow one-armed swimmers to compete ? also seems fair. But it raises a question: Can a one-armed student swim fast enough to make the team?

In 1972, Title IX forced schools to offer equal athletic opportunities to girls. But there are lots of girls in high schools. There aren?t that many one-armed students who want to compete in swimming.

It was also welcomed by disabled student competitors, among them Casey Followay, a 15-year-old high school track athlete confined to a wheelchair by a birth defect, who under current rules, has to race on his own.

?This will help me become a better athlete conditioning- wise, because I have something to push for,? said Followay, who filed a complaint with the U.S. Office of Civil Rights in 2011 asking that he be allowed to run alongside, but not against, the able-bodied.

If he?s not running against able-bodied runners, is he really on the team? He needs to compete against other wheelchair athletes. Schools are supposed to work with community groups to set up regional teams, if they don?t have enough disabled athletes in each sport. That could be expensive.

?The problem is this was done without any deliberation in Congress and no public input and it is not clear how expansive it will be,? says Fordham?s Mike Petrilli. ?Just how far must a school district go to be compliant??

(AP) ? Humbled a year ago when both its cars failed to make the podium, Chip Ganassi Racing returned to the Rolex 24 at Daytona determined to pick up another victory watch.

An eyebrow-raising lineup change that involved Juan Pablo Montoya showed just how serious the team was about winning, and it delivered Sunday with its fifth win in 10 appearances in the prestigious sports car race. The victory was the fifth for lead driver Scott Pruett, tying Hurley Haywood's record for wins in the twice-around-the-clock race at Daytona International Speedway.

"Having gotten to know Hurley real well over the years by racing with him and just as a friend, and to have him there at the end was pretty special," Pruett said.

The winning team of three-time defending Grand-Am drivers Pruett and Memo Rojas, along with Montoya and IndyCar driver Charlie Kimball, making his Rolex debut, beat the Max Angelelli-led VelocityWW team by almost 22 seconds.

It was Montoya who closed out the win, driving the final stint and waging a strong battle in the final hour with defending champion AJ Allmendinger. Ganassi's No. 01 BMW Riley had a clear horsepower advantage, and once Montoya got past Allmendinger, the win was his for the taking.

But the Ganassi team figured it was four laps short on fuel, and Montoya needed to build a lead of at least 40 seconds to hold off Angelelli and Allmendinger when he was forced to stop for gas. The Colombian did it by turning laps close to qualifying pace, and breezed to his third Rolex victory.

"It was a lot of pressure; I thought we have a decent lead, we're just going to go out there and ride for two and a half hours," Montoya said. "And then you realize there's a caution and another caution and another caution, and with the way the rules are and the speed the car had, it's like you didn't want to get into a ... contest with anybody. You had to be smart about when you passed them.

"We were kind of concerned about the (Shank) car, what they were going to do with fuel because they told me they could make it until the end and that we were going to have to push, and we pushed like crazy and opened up a hell of a gap. It was fun."

Montoya's other two wins were with Pruett on the No. 01 car in 2007 and 2008, but he spent the last three years driving for the No. 02 Ganassi "star car" and came away empty-handed each time. When the Ganassi cars were left off the Rolex podium last season for the first time since 2005, team management went to work on the cars and setting up a lineup that gave them two chances to win.

Montoya admitted he thought the switch was "a weird move," but owner Chip Ganassi and team manager Mike Hull insisted it wasn't a demotion for the driver who has been stuck in a lengthy slump in his full-time NASCAR job.

Ganassi said the Montoya move was Hull's call, but he also questioned it when the decision was made.

"I read that as you did, and I asked him about it, and he said it was to balance the thing out," Ganassi said. "We needed to balance it out. We also had Charlie Kimball in that car, and we wanted to give those guys every opportunity to win, as well, and we thought the 02 car was obviously very strong, and so we thought we had two good shots at it here."

The No. 02 car, driven by Indy 500 winners Dario Franchitti and Scott Dixon, Daytona 500 winner Jamie McMurray and sports car ace Joey Hand, was strong until McMurray hit the wall exiting pit road following an early morning driver change. The damage to the steering may have contributed to the mechanical failure that knocked the car out of the race with four hours remaining.

"It's hard. This is different than crashing in a regular event," McMurray said. "When it's just you, it's not the same as having three other teammates and the amount of people we've had down here for testing. It is very embarrassing, very humbling, very heartbreaking to be the guy that does that. You don't want to be that guy."

In all, Ganassi's two cars combined to lead an overwhelming majority of the 709 laps. The No. 01 team led 421 laps in a race that had 24 drivers combine for a record 77 lead changes.

But the attention was on Montoya, who is clearly under pressure to perform this year, the final year of his contract with Ganassi.

"I think you always race for your job. It's normal," Montoya shrugged.

He stepped up Saturday and Sunday as the No. 01 team had to balance out Kimball's inexperience. It was the first time racing in a car with a roof on it for Kimball, who has diabetes and uses his fight with the disease as his platform.

"Having these guys as teammates takes a heck of a lot off my shoulders because I knew that I could settle in, and as long as I was smart and didn't make too many big mistakes and kept us in the race, they'd put us in a position to win at the end," said Kimball, who had one turn in the car for two late-night stints.

The Chevrolet team of Angelelli, defending IndyCar champion Ryan Hunter-Reay and Jordan Taylor finished second for team owner Wayne Taylor ? redemption after an engine failure 22 minutes in last year's event ended the team's day. But Angelelli was bothered by engine restrictions to their Chevy that gave the Ganassi BMW's a clear power advantage.

"We have something restricted, OK? Just like driving with handcuffs; you can't do it, can't drive," he said. "Montoya and the 01 car is another league, is an A class. We are B class."

Defending race winner Michael Shank Racing twice came back from seven laps down to finish third in a Ford. It was a disappointing finish for team owner Shank, but a moral victory considering the hole the team clawed out of to make it to the podium.

Allmendinger, racing at Daytona for the first time since NASCAR suspended him for failing a random drug test hours before the July race here, teamed with fellow NASCAR driver Marcos Ambrose, IndyCar driver Justin Wilson and Grand-Am regulars John Pew and Ozz Negri for the finish.

Ambrose was added to last year's winning lineup after Negri broke his leg a month ago during offseason training, but Negri was able to return to the car this weekend for limited driving duties a mere six days after his cast was removed.

"We were saying that on the way over, John and I, how if you'd have told us after the first hour we could have a chance of finishing third, we would have been over the moon," Wilson said. "As we were on the podium, we were thinking, well, there's nothing quite like being first, but we just have to be grateful for the chance we had."

Kristofferson salutes Nelson with new award

NASHVILLE, Tenn. (AP) ? Willie Nelson and Kris Kristofferson don't get together as much as they'd like. When they do, something amazing usually happens.

This time Kristofferson awarded Nelson with the first Kris Kristofferson Award, the Nashville Songwriters Association International's new lifetime achievement award. Then the two played together Sunday night at The Bluebird Cafe.

"I really thought I was there giving you an award," Nelson joked with Kristofferson afterward during an interview on Nelson's bus. "I had a great speech. Next time."

The pair teamed on hits like "Crazy" and "Sunday Mornin' Comin' Down" as Jamey Johnson looked on from a corner and producer Fred Foster watched from a stage-side table during an invitation-only gathering at the venue known as a songwriter's showcase.

The 76-year-old Kristofferson joked he was embarrassed the NSAI named the award after him. He's a founding member of the songwriter's organization and like the 79-year-old Nelson a member of its hall of fame.

"If I had seen what's happening right now before right now I would've thought I was dreaming because when I came to Nashville, Nashville was the most exciting place for a creative artist to be," Kristofferson told the crowd. "And the people I hung around with were serious songwriters who were totally unselfish, and their hero and my hero was a guy that nobody else knew. It was Willie Nelson. He's unlike anybody else."

DURHAM, N.C. -- Patients with early stage breast cancer who are treated with lumpectomy plus radiation have a better chance of survival compared with those who undergo mastectomy, according to Duke Medicine research.

The study, which appears online Jan. 28, 2013, in the journal CANCER, demonstrates the effectiveness of breast-conserving therapies such as lumpectomy, where only the tumor and surrounding tissue are surgically removed.

"Our findings support the notion that less invasive treatment can provide superior survival to mastectomy in stage I or stage II breast cancer," said E. Shelley Hwang, M.D., MPH, chief of breast surgery at Duke Cancer Institute and the study's lead author.

Using 14 years of data from the California Cancer Registry, a source of long-term outcome data for cancer, the research team found improved survival to be associated with the less invasive treatment in all age groups, as well as those with both hormone-sensitive and hormone-resistant cancers. Women age 50 and older at diagnosis with hormone-sensitive tumors saw the largest benefit of choosing lumpectomy plus radiation: they were 13 percent less likely to die from breast cancer, and 19 percent less likely to die from any cause compared with those undergoing mastectomy.

Prior research has shown that lumpectomy with radiation is as effective as mastectomy in treating early stage breast cancer. As a result, the rate of women electing lumpectomy with radiation has climbed in the past few decades.

However, a recent trend has emerged with some early stage breast cancer patients, often younger women, opting for mastectomy. These women may perceive mastectomy to be more effective at eliminating early stage cancer and therefore reducing the anxiety accompanying long-term surveillance.

"Given the recent interest in mastectomy to treat early stage breast cancers, despite the research supporting lumpectomy, our study sought to further explore outcomes of breast-conserving treatments in the general population comparing outcomes between younger and older women," Hwang said.

The team analyzed data from 112,154 women diagnosed with stage I or stage II breast cancer between 1990 and 2004, including 61,771 who received lumpectomy and radiation and 50,383 who had mastectomy without radiation. They looked at age and other demographic factors, along with tumor type and size to decipher whether each treatment had better outcomes for certain groups of women. Patients were followed on average for 9.2 years.

The researchers evaluated whether illnesses other than breast cancer, such as heart and respiratory disease, may have influenced whether women chose lumpectomy or mastectomy. Within three years of diagnosis, breast cancer patients who underwent lumpectomy and radiation had higher survival rates than those who chose mastectomy when all other illnesses were evaluated. This suggests that women choosing lumpectomy may have been generally healthier.

Hwang and her colleagues were surprised to also find that early stage breast cancer patients treated with mastectomy had a significantly lower survival rate from breast cancer than women who underwent lumpectomy with radiation.

"We found that lumpectomy plus radiation was an effective alternative to mastectomy for early stage disease, regardless of age or tumor type," said Hwang. "Even patients we thought might benefit less from localized treatment, like younger patients with hormone-resistant disease, can remain confident in lumpectomy as an equivalent and possibly better treatment option."

Clegg slams EU vote, polls show boost for PM

LONDON (Reuters) - Nick Clegg, leader of the junior party in the ruling coalition, denounced David Cameron's pledge to hold a referendum on quitting the European Union, as polls on Sunday indicated the prime minister's move may gain him votes.

"It is not in the national interest when we have this fragile recovery," said Clegg, whose Lib Dems strongly favour closer EU ties, in contrast to many members of Cameron's Conservative party. "I don't think it helps at all."

He dismissed as "implausible" Cameron's plan to take back powers from Brussels before a referendum on a new treaty by 2017 that would let voters take Britain out. EU leaders have shown little wish to grant Cameron concessions and Clegg said EU talks would distract ministers from efforts to revive the economy.

Cameron, he told the BBC, would damage economic growth if he spent "years flying around from one European capital to the next, fiddling around with the terms of Britain's membership".

The Lib Dems are languishing in the polls and are unlikely to leave the coalition before an election in 2015, but the EU issue has added to strains. Cameron, who says he wants Britain to stay in the EU, last week promised a referendum if he is re-elected. It is less clear what may happen if treaties remain unchanged.

The first opinion polls published since he made his pledge of an "in-out" vote, however, showed that the prime minister may be succeeding in reversing a drift from the Conservatives to a party which campaigns for Britain to leave the European Union.

A Survation poll in the Mail on Sunday, which showed Labour unchanged and in the lead on 38 percent, put the Conservatives on 31 percent, up two points, while the UK Independence Party was down by the same margin, on 14 percent. UKIP's surge from just 3 percent in the 2010 election has raised the prospect of a split on the right that could condemn Cameron to defeat.

Another poll, by ComRes in the Independent on Sunday, showed an even more marked "Brussels bounce" for the prime minister, with the Conservatives gaining five points from last month to 33 percent and UKIP losing four points to be on 10 percent. Again, ComRes put Labour in the lead, down a point on 39 percent.

Cameron's European move worries the United States and EU allies, which want Britain to stay in the bloc. Many business leaders say it creates dangerous uncertainty.

Many Conservatives, whose party toppled previous premiers over European policy, welcomed a referendum after 2015. However, without improvement in an economy which shrank by 0.3 percent in the last quarter, Cameron's re-election is far from certain.
